HC holds Huda chief, Gurgaon traffic top cop in contempt

The Punjab and Haryana High Court on Wednesday issued contempt notices to Haryana Urban Development Authority (Huda) Gurgaon administrator Praveen Kumar and Ravindra Tomar, assistant commissioner of police (traffic), for disobeying its orders.
Following a massive protest by residents on October 10, the officials had given orders to remove barricades and allow vehicles coming from Gurgaon to take a L-turn in the service lane near Ambience Mall, just before the expressway toll plaza, in violation of the court directions.
On October 8, while lifting the month-long ban on the Gurgaon expressway concessionaire from collecting toll tax during peak hours at the Delhi border toll plaza, the high court had directed the district authorities to streamline traffic movement.
It had banned vehicles coming from Udyog Vihar and Gurgaon to take a L-turn and enter the service lane going towards Ambience Mall. Rather, commuters wishing to go to Ambience Island, comprising 5-star hotel Leela Kempinski, Ambience Mall and Lagoon Apartments, were forced to cross the toll plaza, pay toll fee of R21, take a U-turn from under the Rajokri Flyover, return to pay toll tax again and then enter the township.
After a day of utter chaos, residents of Lagoon Apartments hit the streets and blocked traffic to protest the L-turn ban on October 10.
The division bench headed by justice SK Mittal said Kumar had no authority to interfere as he was not a party in the case and if there was some problem with implementation of the court orders, he or Tomar should have approached the court for modification of the directions.
ML Sarin, counsel for the concessionaire DGSCL, informed the court that the L-turn was blocked on October 9 and only U-turn was permitted. But Kumar got the blocks removed with the help of police authorities following a protest by residents.
