HC notice to Haryana, CPS Fauji on allegations of life threat

Whistleblower in the alleged jobs for cash scam in junior basic teachers (JBT) recruitment-2009, Anand Kumar of Jagadhari in Yamunanagar district approached the Punjab and Haryana high court on Monday seeking protection of life and liberty at the hands of chief parliamentary secretary Ram Kishan Fauji allegedly involved in the scam.
Taking up the petition, justice TPS Mann issued the notice of motion to the Haryana government as well as Fauji, Congress MLA from Bawani Khera assembly constituency, for filing their replies by January 15, 2014.
President of Patra Adhyapak Sangh, Anand Kumar, submitted that he was an application for the advertised posts of JBT in 2009 and Fauji had assured him "help subject to the fact that he should be given Rs 5 lakh in the name of chief minister, Haryana."
The petitioner submitted that when Fauji was there to attend a programme at village Paposa in Biwani district in 2010 (date not mentioned) he "handed over a sum of Rs 5 lakh to Fauji for job as he was depressed and wanted to get the job at any cost." Later when the result was declared, the petitioner got selected and finally got the appointment letter on December 14, 2010.
Whistleblower exposed scam in January
He informed the court that he continued in the job for next two years but was performing his duty with heavy heart and sense of guilt that he had paid money for getting the job. Finally, the petitioner decided to expose the scam and it was on January 1 this year when the Hindi news channel, NDTV, called him for its programme "Badi Khabar" where he revealed that he had paid Rs 5 lakh to Fauji to get the JBT job.
After broadcast of the news programme, associates of Fauji were repeatedly threatening the petitioner that he would be eliminated and he should withdraw his complaint. The petitioner then requested the police authorities on April 8 for taking necessary action against Fauji and for protection of his life and liberty. It was submitted that Gaurav and Vikrant, who had accompanied the petitioner at the time of handing over money to Fauji in 2010 had also given their affidavits on April 8, alongwith petitioner's complaint, to help the police to take adequate action in the scam.
Suspended next day of complaint
Surprisingly, just the next day of submission of petitioner's complaint against Fauji, education department suspended him without affording any opportunity of hearing. The petitioner informed the court that suspension order was communicated to the petitioner on his e-mail on April 20 and was receiving numerous life threats thereafter.
