Stepping up its investigation to unearth the execution of fraudulent land sale deeds, special investigating team (SIT) of police detected some more cases of unlawful deals, executed by land mafia in connivance with revenue officials in Renuka area of Sirmour district.
The deals in question were executed after luring hapless farmers in the name of awarding better compensation for their cultivable land against the acquisition by the Himachal Pradesh Power Corporation Limited (HPPCL) to build a dam at Renuka.
The SIT had uncovered four cases of land sale deeds, executed in Kadiyana village of Renuka constituency of Sirmour district and Chhapla village of Kasauli tehsil, on the basis of fake agriculturist certificate by two persons, including a resident of Delhi, on Thursday.
Police sources said the SIT, which was constituted to unearth the fraudulent land sale deeds executed at the behest of certain BJP ministers, leaders and their kin, was also assigned the task of uncovering the connivance of certain revenue officials who acted as property dealers and puppets to appease their political bosses during the past five years.
The fresh case of land deal was detected after Devinder, a farmer of Lana, Bhalta village of Pachhad tehsil of Sirmour district, complained to the SIT members that he was first approached by three persons - Kaushal Dutt and Rattan Singh of Pachhad and Virender Kumar of Solan - for getting better compensation for his five-bigha cultivable land and a government job to at least one member of his family. They had told him that his land was being acquired by the government to establish a dike at Renuka in April 2009.
The accused persons also assured him allotment of five-bigha land at some other place and asked him to accompany them to office of the Kasauli tehsildar. After this, the accused brought him to Kumharhatti and further took him to a house where one MP Singh, not a state resident, asked him to sign on certain documents and also videographed the entire process.
Thereafter, the accused further took him to the office of the Kasauli tehsildar after 5pm where an official of tehsil office clicked his photographs through computer and took his finger and thumb impression on the documents. The complainant further stated that the accused again took him to the Kasauli tehsildar office in June 2009 and completed the similar process and sent him back.
Later, when the HPPCL officials started awarding compensation to farmers, he was shocked to know that the accused persons, after fraudulently executing the general power of attorney and “will” of the land in question in the name of Virender Singh, had further sold it to the HPPCL. The accused even showed him as a resident of Thade-Ka-Thakurdwara near Dharampur in connivance with some revenue officials. Not only this, the patwari concerned of Machher Patwra Circle of Renuka area also issued a fake certificate, marking the land as without green tree and house.
Sources said the accused persons had also deceived Deep Ram, Inder Singh, Reena Devi and Ksha Devi of the same village after adopting similar modus operandi and disposed of the land.
Solan superintendent of police (SP) Ramesh Chhajta said that the preliminary investigations by the SIT had established that the accused persons had deceived innocent poor farmers of the Renuka area in connivance with officials of Kasauli tehsil and a case had been registered against them on the charges of cheating and criminal conspiracy.
