India's 29th state, Telangana, may have been conceived by the UPA government but the new state to be carved out of Andhra Pradesh will be delivered under the watchful eyes of the new government at the Centre.
Government sources said the home ministry will fix June 2 as the date on which the division of Andhra Pradesh would come into force. This would give the government enough time to work out the details of the split, particularly the process of allocating employees between the two states.
The home ministry has settled for June 2 as it is the first working day of the month.
The three-month period would also give enough time to the expert panel to be constituted to decide on Andhra Pradesh's new capital.
According to the law passed by Parliament, Hyderabad will be the joint capital of the two states; residuary Andhra and Telangana. But there is recognition within the government that expecting the two states to run out of the same city was fraught with danger.
A home ministry source told HT that they had planned to issue the notification this week but were taken by surprise by the election commission's move to announce the schedule for the general elections on Wednesday.
Also, what appears to have nudged the home ministry to hurry with the notification of the split, is a lingering fear that Seemandhra politicians might approach the Supreme Court to seek a stay on the notification.
Once the formal orders are issued, the government does not expect the courts to interfere with the implementation of the split unless a prima facie case is made out that the Andhra Pradesh reorganisation law was unconstitutional.
