Integrated townships answer to city’s congestion, says CM

The state government will be announcing a new policy to help develop integrated townships outside congested city areas to address the problems of population density and the real estate crunch, Maharashtra chief minister Prithviraj Chavan said at the Think conference in Goa on Friday.

The state government will be announcing a new policy to help develop integrated townships outside congested city areas to address the problems of population density and the real estate crunch, Maharashtra chief minister Prithviraj Chavan said at the Think conference in Goa on Friday.

“The only solution is to build such townships where people from congested areas can move into,” said Chavan while participating in a discussion on ‘Metropolises and the Master Plan’ along with architect David Gensler and School of Planning and Architecture professor KT Ravindran.

“I am going to announce a new policy for townships. I hope that will decongest [the cities]... I am worried we are not able to provide economic opportunities in the city of Mumbai,” Chavan said

Articulating the real estate challenges pressing Mumbai, including the burdens on civic amenities, transport and the huge pressures of illegal constructions, Chavan said it was “time to reorient our thinking”.

Chavan also raised some of the other issues hampering the process of dealing with land, such as pressing practicalities of dealing with opposition parties.

In 1997, the BJP-Sena government had promised free housing to all slum dwellers with an eye on popular appeal.

“It is a very popular policy and it is very difficult for me to reverse it,” Chavan said.

And when it comes to city-related governance, there is the Shiv Sena-controlled municipality, which also comes into play.

“How do you coordinate? Especially with a civic governance from a different party, there is friction,” Chavan said.
