Karnal to alternative dispute redressal centre

With a view to provide quick and economical justice to the people, an alternative dispute redressal (ADR) centre will be set up at the district court complex here. Based on the concept of legal remedy prevalent in the United States, the centre will ensure privacy to the parties involved in a dispute.
The chief judicial magistrate (CJM)-cum-district legal services authority (LSA) RK Mehta told Hindustan Times on Thursday that the facility would play an important role in reducing the pendency of cases and highlight the role of alternative methods, such as arbitration, settlement, mediation and lok adalats, in the delivery of justice.
It will provide justice to all and to ensure that no person remained deprived of legal assistance for want of funds or any other disability.
“This is a new campaign with the emphasis on speedy and inexpensive justice. Even the cases at the pre-litigation levels would be resolved and a case settled will not have further appeals in any court of law,” he said.
The foundation stone of the ADR complex will be laid by the executive chairman of the Haryana State Legal Services
Authority justice SK Mittal, a sitting judge of Punjab and Haryana high court, here on Saturday.
This building is expected to be completed within one year by public works department (building and roads).
Meanwhile, Mehta, who holds the charge LSA in the districts of Karnal, Panipat and Kaithal said that the ADR complex would have the permanent lok adalat (public utility service court), lok adalat hall, multipurpose conference hall, attribution hall, a library and a chamber.
These centres provide the option to parties to settle their matters including civil and criminal cases, in a satisfactory manner by spending a lesser amount. The ADR will provide options to the parties to settle their differences in a satisfactory manner.
The regular courts have been affected with the problems of large pendency of cases owing to large arrears causing backlog taking many years for the case to be decided. After a verdict, the parties often approach the higher judiciary and in numerous cases, it keeps lingering in the courts for various reasons.
