Tamil Nadu Chief Minister M Karunanidhi today directed the police to step up vigil along the coastal areas to prevent "undesirable elements in the name of Sri Lankan Tamil refugees" from entering the state.

He also asked them to keep a watch and prevent possible entry of "sleeper cells" of terrorist organisations and "hawala" transactions.

Expressing satisfaction over the law and order condition in the state, Karunanidhi, while addressing a two-day conference of district collectors and police officers here, asked police to ensure that no custodial death and illegal detention took place.

On Education front, Chief Minister said the state government planned to implement 'Universalisation of Secondary Education'. The vision of the programme was to provide high quality secondary education to children up to the age of 16 by 2015, and extend higher secondary education up to the age of 18 by 2020, he said.

Twenty model schools will be opened this year, he said.
