A man carrying a pistol and two live cartridges was arrested on Sunday at an election rally addressed by Congress President Sonia Gandhi at Almora in Uttarakhand.

Kedar Singh Martolia, 45, who is a post office clerk in Almora, was nabbed while he was passing through a metal detector at the entrance of the rally ground.

"Preliminary inquiries have revealed that Martolia was mentally retarded. However, we are interrogating him and investigations are on," Almora Superintendent of Police Satish Shukla said.

Uttarakhand has been witnessing hectic campaigning ahead of the February 21 assembly election.
