Distressed after receiving a high electricity bill, a 45-year-old man on Sunday committed suicide by hanging himself from a ceiling fan here.

Madan Lal, who was a grocer at Aashram road here, in his suicide note, had accused sub-divisional officer (SDO) Kitab Singh of forcing him to pay the electricity bill of about Rs 45,000.
According to information provided by the police, Poonam Chand, brother of the deceased said Madan Lal had come home for lunch and left after some time.

When he did not return in the evening, we reached his shop and found that the shutter was half-closed. Thereafter, we opened the shutter and found his body hanging with the ceiling fan, Chand said. Chand then informed the matter to the police.

The police recovered a suicide note from his pocket in which the deceased had mentioned the name of SDO Kitab Singh, who was forcing him to pay the electricity bill of his shop, which was about Rs 45,000.

Chand alleged that Madan had visited the electricity deparment several times and requested the person concerned to adjust his bill, but all his efforts were in vain. Investigating officer Baldev Singh said: "A case under Section 306 (abetment to suicide) of Indian Penal Code (IPC) has been registered against SDO Kitab Singh.

Singh said the body had been sent for the postmortem, adding he said, we had started the investigation and no arrest had been made so far.
