A 48-year-old man, Steven Wright, has been charged with the murder of five prostitutes in the eastern British town of Ipswich.
Wright is to appear before a magistrate's court, said Michael Crimp, senior prosecutor for Suffolk Crown Prosecution Service.
"This evening we have made the decision that there is sufficient evidence and authorised that Steven Wright ... should be charged," Crimp said on Thursday.
Wright, an Ipswich resident who lives near the city's red-light district, was arrested at his home on Tuesday - the second person to be detained in connection with the crime.
A 37-year-old man first arrested for the killings was released on bail without charges, "pending further inquiries", police said.
"There have been significant ongoing inquiries and interviews during the period that these men have been in custody," Chief Superintendent Stewart Gull said at a press conference.
The bodies of prostitutes Gemma Adams, 25, Tania Nicol, 19, Anneli Alderton, 24, Paula Clennell, 24, and Annette Nicholls, 29, were found close to Ipswich within a space of less than two weeks from December 2.
Investigators say the murderer probably strangled all five women and then deposited their naked bodies in areas surrounding the A14 motorway.
