Aimed at building durable assets through the rural job scheme and to make the panchayats/districts implementing it more accountable, the government has decided to make MGNREGA outcome orientated.
According to a new directive from the rural development ministry issued on Wednesday, from now on, the scheme implementing agencies will have to compulsorily lay down the ‘expected outcomes’ at the time of the start of the works as well as the ‘actual outcomes’ at the close of the work.
What the new directive means is that when a panchayat is preparing the estimates for works taken up in its area, it will have to write down the expected outcome and then compare it with the actual completed work, a ministry official explained.
The new measure, he said, will help the government measure the efficiency of the panchayats/district in implementing the scheme and also help the local bodies plan for works that are needed in the area.
It will also help record each work, making it easy for government to clamp down on repetition of work — a common practice of panchayats and district officials to siphon off funds by making the scheme outcome based is another effort by the government to do away with the problem areas plaguing it.
Earlier the government directed states to concentrate on the backward blocks instead of wasting resources where employment guarantee is not required. The government also came up with a measure to fund the states for setting up their social audit teams that will take stock of the scheme at regular intervals.
