Rajya Sabha member N.K. Singh has pointed out several issues in the Central Universities Bill, which was passed in the Lok Sabha last week, pointing out that key recommendations of the standing committee have been ignored.
Of the 15 amendments suggested by the committee only seven were incorporated, he said. “Contrary to the suggestion of the Standing Committee the first schedule doesn’t talk about Central University for Goa making it the only state without a central university.”
Singh pointed out that law and agriculture were not included in the bill and it fails to specify parameters for conferring autonomous status on institutions. Singh said the bill was silent on the innovative measures suggested in the acts governing Central Universities and had ignored recommendation to include provisions for the constitution and term of office for the Executive and Academic Council etc.
