Nationalist Congress Party (NCP) state incharge Bhola Bhai Patel on Sunday released the election manifesto of the party which promises to establish the permanent capital of the state in Gairsain so as to realise the concept of a hill state. The biggest regional party of the state, UKD (P), has also promised to establish the capital in Gairsain.
The NCP manifesto also promised to make Haridwar as the spiritual capital of the state and Udham Singh Nagar as the industrial capital. Devprayag, the point of formation of the river Ganga, would be developed as the cultural heritage centre of the state, it said.
The party would also take steps for formulating the hill agricultural policy and the Himalayan Agricultural Commission.
If voted to power, the party would support the formation of the village environmental force and seek environment royalty from the center, said the manifesto.
The citizens of the state would have first right over the Group C and Group D jobs in the state. The party would also enforce total ban on capitation fee in all the institutions of higher education.
The NCP would establish the Uttarakhand State Language Development Commission for preservation of Garhwali, Kumaoni, Jaunsari and Nepali languages, said the manifesto.
