About 10 armed militants of the Jharkhand Liberation Tiger (JLT), a splinter group of erstwhile Maoist Communist Centre (MCC) of the neighbouring state, stormed the market at Katepur, about 60 km from Rourkela, on the Orissa-Jharkhand border last evening, they said.
The militants started firing indiscriminately at the crowd, demanding closure of liquor shops and gambling dens in the area.
One person, identified as Prasanna Naik (40), was killed and three others were critically injured, police said, adding, the militants disappeared into the forests of Jharkhand after an hour.
Police reached the spot this morning and recovered the body.
Six spent cartridges were found from the spot, they said.
