The Orisssa finance commission has recommended the imposition of a "family welfare cess" by the gram panchayats on couples having more than two children. A decision on this suggestion is expected soon.
The commission in its report has said, "The population growth of the state during the period 1981-91 was 20.06 per cent and for the period 1991-2001, it was 15.94 per cent." Thus comes its suggestion to punish prolific couples. The tax proposed is not much - Rs 60 a year for families above the poverty line and Rs 25 for those under it.
The commission believes it's time to try some disincentives because of the failure of tackling family planning through incentives.
Finance minister Prafula Ghadei told Hindustan Times, "The recommendations of the Finance Commission are being studied. A decision will be taken very soon".
This recommendation has come as part of package proposed by the commission to shore boost the earnings of gram panchayats.
