The state witnessed a tectonic shift in the power corridors on Sunday when chief minister Mufti Mohammad Sayeed shuffled, attached and transferred 57 top civil and police officers, first since the BJP-PDP took over the reins of the state on March 1.
The chief minister appointed Braj Raj Sharma home secretary, a key position in the conflict ridden state.
Suresh Kumar, who was at the centre of the storm over hardline separatist Masarat Alam's release, was transferred as director general of the J&K Institute of Management, Public Administration and Rural Development.
The reshuffle is aimed at bringing efficiency and new impetus in the system, to look afresh at the governance issues, said an official close to the chief minister.
The divisional commissioners, who are executive heads of both Jammu and Kashmir regions, also stand transferred. While Pawan Kotwal is a new divisional commissioner of Jammu, Gazzanfar Hussain will soon assume office as divisional commissioner of Kashmir, relieving two top notch bureaucrats.
Several district heads have also been changed by the two-week old dispensation of the PDP-BJP with fresh blood infused in sensitive districts of north and south Kashmir.
Top bureaucrats like finance commissioner Vinod Koul, Srinagar Municipal Commissioner (SMC) and Jammu Municipal Commissioners were attached to the General Administration Department (GAD).
In another significant move, the government decided to post Munir-ul-Islam as director information.
In a surprise step, Sarmad Hafeez, who was deputy commissioner Ganderbal, was given key position of vice-chairman of the Lakes and Waterways Development Authority.
The police department equally saw an upheaval with top officers getting new assignments. B Srinivas, IGP CID, will be replaced by IGP, Kashmir, GA Mir.
SJM Gillani is now new IGP, Kashmir Zone, while Muneer Ahmad Khan was given key post of IGP, Crime. Similarly, Danish Rana is new IGP, Jammu Zone.
Recently transferred Syed Afhadul Mujtaba is director SSG with the chief minister.
In a major development in the judiciary, the Cabinet, under the chairmanship of the chief minister, appointed advocate Reyaz Ahmad Jan as the new advocate general of Jammu & Kashmir.
The transfers come just a day after deputy chief minister and senior BJP leader Nirmal Singh accused "some elements" in the administration of hatching conspiracies to destabilise the PDP-BJP government.
"A major attempt (with regard to state flag issue) was made to destabilise the government. But when we debated the issue within the government, and reaction we got from big people, I can say with confidence a big conspiracy was hatched against the government," Singh had told reporters in Jammu. email@example.com
