CONCERN OVER the possible acquisition of their landholdings led a large number of people to make a beeline for the public hearing being held at the Collectorate. Hindustan Times cornered a few complainants for their take on the 2021 master plan (draft).
Vivek Garg (Landowner): The proposed master plan fails to take into account ground conditions. For instance, a three-hectare tract in Bilawali comprising survey nos 119, 120, 121, 122, 123, 130 and 115 (partial) has been reserved for a Regional Park even though the concerned area is densely populated.
In fact, a similar proposal in the scrapped master plan led to 300 objections but it has been rolled out yet again in the 2021 draft.
The allocation also violates the Town and Country Planning Act, which states that a minimum of 15 hectares of land is required for a Regional Park.
Corporator Arvind Bagri: Most of the proposals of the 2021 draft are nothing but castles in the air. The master plan proposes widening the Navlakha-Ring Road stretch to 100 feet and also calls for building a 200 feet wide road from Ring Road to the bypass. However, 85 per cent of the road space along this area has already been constructed upon.
Is the Government going to demolish properties worth hundreds of crores to provide a 200 feet wide road? Can this be expected from the BJP which cannot even carry out patchwork to repair damaged roads?
Mohan Patwari (Farmer): The MR-3 connecting the mandi near Choithram to the bypass behind Bijalpur proposed by the master plan runs right through my seven-acre landholding in Nihalpur Mundi (Survey Nos 681, 682). If the proposal is cleared I will be left with two land parcels on either side of the road both of which will be too small to farm on.
I have petitioned the Collector to shift the proposed road by about 500 feet so that it runs through Government-owned kankar (barren land).
I have also objected to the Nihalpur stadium as it is proposed to be built over a channel that feeds the Bilawali Lake and there are also high tension power lines in the area.
Jay Hardia (Advocate): The Master Plan draft, especially the proposals pertaining to allocation of green areas, makes no sense at all. An entire tract spanning 200 acres under survey nos 18/2/2, 18/2/3 in Bishnawda village has been declared a green belt but no provisions for parks or recreational centres has been made in other villages nearby.
Instead of dividing the total green cover in a manner that every locality and neighbourhood has at least one park the draft has lumped together designated green belts in one area while other parts have been left totally bereft of foliage.
Ramswaroop Gehlot (sarpanch, Rizlai village): I was not informed about the public hearing despite the fact that proposals concerning acquisition of land in my village have been proposed under the master plan.
I only came to know of the hearing by chance when I reached the Collectorate to complete some paperwork. If you ask me information about the public hearing was deliberately withheld by the Town Planning officials to push through the master plan as soon as possible.
