Police to adopt standard operative procedure to curb sexual offence

The Himachal police will seek the consent of guardian in case of the victim of sexual crime is a minor to conduct medical investigation under the supervision of a woman doctor. The police will conduct medical examination on even oral complaint of sexual assault.

In the wake of increase in sexual offences, the police department issued standard operative procedure (SOP) to investigate such crime, said B Kamal Kumar, director general of police (DGP).
"The police department has directed all investigation officers (IO) to adopt the directions of SOP," he added.

According to SOP, the birth and death certificate would be the primary age proof of the victim and if age stands clear from these documents then radiological determination of age should be kept away to avoid age-related controversies of the victim.

Investigation officers have been directed to register first information report (FIR) immediately without any inquires or verification, he said, adding that the case would be transferred to a sub-inspector or some above rank preferably women officers.

In case of unavailability of women officers, two women constables would be deployed with investigation officers.

No sexual crime victim will be called or made to stay in police stations after sunset and the station house officer (SHO) would visit the spot in special reported case for investigation, said the DGP. In case of unavailability of SHO, a mature non-governmental organisation (NGO) would be sent for spot visit, he added.

To provide safe environment to the victim, the police would ensure security of the victim, her family and witnesses, said the DGP, adding that counselling of the victim and her family would be made by a woman police office till the closing of the case.

According to SOP, the identity of the accused if arrested will not be disclosed even during test identification parade.
