The district registrar has cancelled the elections to the DLF Qutab Enclave Residents Welfare Association (QERWA) on grounds of norms violation. It has appointed an administrator to conduct fresh and fair polls.
On June 3, a group of residents had formed a committee on their own and conducted elections to QERWA in contravention of Haryana Registrar and Regulation of Society Act (amended on March 2012).
They conducted the elections without the consent of the government-appointed administrator and surveyor.
The administrator declared the elections "null and void" and assured the aggrieved residents (complainant) that fresh elections will be held.
For assistance in conducting the elections, the administrator has appointed a 10-member committee comprising residents.
Besides, a surveyor has also been appointed.
"I will conduct elections to the RWA as per the amended act of March 2012. To start with, I have asked the committee to give me the list of all the members for scrutiny purpose. I have also asked the committee to make RWA cards (on the pattern of voter cards) for each member," said Mahadev Sharma, the administrator.
He said the members will have to show the cards at the time of casting votes.
As per the act, the administrator and surveyor will draw their monthly salaries (R25,000 and R10,000 respectively) from the RWA's account. Their tenure will be for a maximum of three months.
As per the amended act, the administrator has to complete the election procedure on or before August 31.
Meanwhile, the administrator has taken all the four bank accounts of QERWA under his control. QERWA's total membership strength is 4,000.
"I have issued instructions to members to complete scrutiny of members' list as soon as possible as I have to complete the election procedure before August 31," added Sharma.
