The creamy layer concept in scholarships for pre-matric students may become a reality. The Planning Commission has recommended a scholarship scheme for all “bright poor students’ irrespective of their caste and creed.
Planning Commission member B C Mungerkar, said, “It is a way to include poor bright children from all the communities for building a knowledge-based society”.
The criteria for getting the scholarship would be the annual income of parents. This would be decided on the basis of a ‘mean test’.
The mean test is an average annual income for a particular section. But what the mean test for each community would be will be decided by the government.
