Serious graft charges against Agra discom MD

An executive engineer in the Dakshinanchal (Agra) discom has levelled serious charges of corruption against the MD and demanded a probe into the same, reports Brajendra K Parashar.

An executive engineer in the Dakshinanchal (Agra) discom has levelled serious charges of corruption against the managing director and demanded a probe into the same.

Amrish Rai, executive engineer, Electricity Urban Distribution Division, Sikandra, Agra, has sent a complaint letter to the UP Electricity Regulatory Commission (UPERC), levelling serious allegations against his MD, Kripal Singh. The Commission has, on its part, forwarded the complaint to the Lok Ayukt as well as the chief secretary for necessary action. However, the MD said that Rai was one of the most corrupt and most inefficient officers and was making wild allegations because he had suspended him sometime back for harassing farmers.

In his 11-page signed complaint letter, dated April 18, 2007, Rai, writes how Kripal Singh completed his BE from Varanasi after taking a bank loan and now how he had amassed property worth rupees several hundred crores. He alleges that the MD owns a three-star hotel, named as Chatora Hotel, in Ghaziabad and posses three flats in Ghaziabad and six in Noida. He has also purchased 200 acres of land in the name of his relatives in his village and the village of his wife and has constructed a hospital worth Rs 6 crore for his daughter and son-in-law.

Rai has accused the MD of having facilitated power theft in industries and furnaces during his postings in different capacities at various places and continuing to do so as MD too. He alleges that none of the 350 oil mills located in Shamshabad, Hatharas, Kirabali and Salauni have a valid power connection and they grease the palms of the concerned staff.

Rai further said that Radha Kishan cold storage owned by a former MLA at Bharaul in Firozabad district had directly been drawing electricity without a meter for years together. The superintending engineer, Firozabad raided the cold storage and slapped a fine of Rs 75 lakh besides installing the meter. But when Kripal Singh, who was earlier chief zonal manager, became MD he asked the officials to give a report in favour of the cold storage and when they refused to oblige him he mentally tortured them and got them transferred.

Rai accused Singh of spending crores of rupees of the department for funding Samajwadi Party's rallies in Chitrakoot, Banda, Jhansi, Agra, Mainpuri, Firozabad, Etah, Aligarh and Hatharas. During each party function the MD got some inauguration done or foundation stone laid by the chief minister to make the party function appear a departmental affair, he accused.

Rai has also levelled similar charges against his chief zonal manager (CZE) Randhir Singh.

UPERC Chairman Vijoy Kumar confirmed having received a letter from Rai. "We received a complaint letter from him and forwarded the same to the Lok Ayukt and the chief secretary on May 1, for their information and necessary action," he said.

On the other hand, Agra discom MD Kripal Singh said Amrish Rai was a corrupt officer.

He was harassing farmers and extorting money from them and was suspended for the same on the recommendation of his superintending engineer. 'That is why he is making wild and baseless allegations," he said.

He claimed he had taken action against several other corrupt officers and many of them had been prosecuted too. Singh said that he would reply to the Lok Ayukt or any other agency if so required.
