The Haryana government has made speed governors mandatory for all transport vehicles. A spokesman of the state transport department said a notification to this effect has been issued by the government.
He said all transport vehicle owners have been asked to install speed governor of AIS:018 standard. The vehicle owner must ensure having received a bill of the speed governor as well as a certificate regarding AIS:018 standard.
A speed governor is an electronic device which is linked to the gearbox where sensors capture the movement of the vehicle. If the vehicle exceeds the specified speed limit, the device automatically slows the vehicle. The state transport department's aim behind introducing the device is to check the number of road accidents.
The spokesman said efforts will be made to prevent tampering of the device. No vehicle required to be fitted with a speed governor shall be used at any public place. After the device is installed in a vehicle, authorities will seal it to prevent tampering. "In case, the official seal is broken, damaged or opened due to any reason whatsoever, the vehicle shall not be used in any public place unless a new official seal is affixed by the authority concerned. The owner of the vehicle shall provide an inspection window on the floor of the vehicle just above the gear box or otherwise, where sensor of the speed governor is connected to the gear box for applying the official seal or for inspection of the same," he added.
According to officials, it shall be the duty of the owner of the vehicle to train his driver about the importance of the speed governor. "If the speed governor is not functioning properly, the driver shall ply the vehicle only after necessary rectification. In such an event, obtain fresh official seal of the concerned the secretary, regional transport authority."
