Proctor, Allahabad University   Prof Jata Shanker

What steps have been taken to beef up campus security?

Arts Faculty has been made a vehicle-free zone and we have undertaken identity-card checking drives with gusto. Security guards are on duty 24 hours a day on all our campuses with a shift change taking place every eight hours. We are also considering closing the science faculty gate located near the Nehru Science Complex to better manage security of the science faculty campus that has witnessed some incidents during the recent weeks.

What are the main challenges in managing varsity security?

The fact that our campuses are spread out is the biggest challenge. We also have houses of employees, hostels and even a stadium within our campus and which prevents us from being able to keep a check or limit entry of people both during working hours and in post-working hours both. Lack of vehicles and communication gadgets for proctorial board members are also some of the other problems we are facing.

Why have the proposed Proctor's Extension Offices not yet been opened in all faculties?

There is no excuse for this. There is an urgent need for it but the varsity administration is yet to decide and act on this. I as well as my proctorial team firmly feel that we need to have offices in different faculties with assistant proctors manning them to be able to respond to an emergency in time.

University of Allahabad Act-2005 provided taking an undertaking from all new students submitting themselves to the discipline and jurisdiction of varsity officials. Why were they not taken?

I believe that such undertaking was taken from some admission seekers of selected PG classes. I accept that we should have made full use of the provisions made in the Act to make our attempts to maintain discipline and security more effective. But let me assure you that we will ensure that from the next academic session we will ensure that this undertaking is taken from each and every new student.

What is the status of the security revamp proposal submitted by you many months back?

I am aware that the plan has not yet been put before the finance committee for budgetary provisions. Though the Vice-Chancellor has assured me that it would be acted upon, nothing has been done to implement it till date. I blame our lax attitude for the delay.

I have decided to take up the matter with the VC within the next 48 hours and request for the speedy implementation of the security revamp plan.
