Gujarat Chief Minister Narendra Modi on Saturday said that terrorist acts, spread of Naxalism and illegal migration from Bangladesh were posing a serious threat to development which needed to be addressed above political considerations.

Speaking at the National Development Council meeting, he stressed that the states needed to be treated as equal partners in the developmental process in terms of policy making and deployment of financial resources.

Modi said the Centre should leave implementation of the development process to the states, pointing out that in several areas including petroleum, gas, railways, airports, national highways and power, small permissions had to be obtained from some central authority or the other.
