UN envoy stresses need for Mideast rights rules

A United Nations human rights envoy said on Wednesday that Israeli and Palestinian forces must be held accountable for killings that have taken place in recent weeks in the occupied territories.
Philip Alston, the UN special rapporteur on extra-judicial, summary or arbitrary executions, said the killing of up to seven Israelis in a raid by Hizbollah guerrillas from Lebanon on Wednesday, and the capture of two Israeli soldiers, had made adherence to human rights rules "even more pressing".
"Even in the midst of crisis, indeed especially in times of crisis, it is essential to ensure that the applicable rules of international human rights and humanitarian law are respected," Alston said in a statement released in Geneva.
The Australian law professor said both Israel and the Palestinian Authority needed to cooperate with international procedures set up by the new UN Human Rights Council.
