There has been a surge in the number of illegal guest houses or ‘paying guest accommodations’ (as they are locally called) in the city. These facilities are being run in residential areas flouting zoning norms, creating nuisance and posing security threat to residents in the locality.
The building — in which the rape took place — was constructed illegally on a plot allotted to a member of economically weaker section. As per the zoning norms, plot owners are allowed to construct only three floors, including the ground floor. As these guest houses are not regulated by any rule, the inhabitants, especially the women, are vulnerable to crimes.
According to an unconfirmed estimate, there are more than 100 unauthorised guest houses in the city. “Most these guest houses are being run either in purchased or rented apartments. Many people use it as transit accommodation. Persons who are staying for short durations without prior police check poses threat to security of women,” said a senior police officer.
