Uttarakhand joint secretary (social welfare) Suman Singh Waldia was arrested on Wednesday on charges of planning the making of a sex video that led to the imprisonment of suspended additional secretary (home) JP Joshi last week.
Joshi had been arrested on charges of raping a woman - to whom he had promised a government job - in a room at the Police Lines Officers' Club in Nainital on November 28.
However, the police on Saturday arrested the 29-year-old woman on charges of blackmailing Joshi. One of her two accomplices, Neeraj Chauhan, was also arrested, while the other, Amit Garg, is absconding. The trio had filmed the alleged rape.
Director general of police BS Sidhu said during interrogation that Chauhan said Walida wanted to defame Joshi to better his chances of promotion.
The DGP said Waldia’s call details showed he was constantly in touch with the accused woman. In fact, he had called her on 19 October, a day before the video was shot.
But the plan went awry as Joshi was promoted even before the CD could be aired on a TV channel as a "sting operation".
Chauhan told the police Waldia had known the woman very well and had coaxed her into making the CD.
