Groupism in the Congress led to the shifting of the kisan maha panchayat site to Aligarh. Initially, party leaders submitted a proposal for Bhatta-Parsaul or Jewar, which was shot down by the district administration.

Then a proposal was sent for Dankaur, Bilaspur and Dadri. While the administration was about to grant permission for Dadri, it got another application seeking permission for Noida city area.

The administration immediately gave permission for Noida, as there were no security risks. A group which had been rooting for a rural site convinced senior leaders not to hold the rally in Noida. They suggested Aligarh, which was accepted.
