Of the Rs 10-crore allotted to Punjab chief's minister Parkash Singh Badal's discretionary funds during the first financial year (2012-13) of second innings of SAD-BJP government, 90% of funds have been given by Badal to his home district, Muktsar.

The information obtained by Human Empowerment League of Punjab (Help) activist Parvinder Singh Kittna under RTI Act, has revealed that 20 districts in state did not receive even a single penny from the CM'skitty

Interestingly, the CM distributed around Rs 9.3 crore of discretionary quota, within period of one and half month from December 27, 2012 to February 8, 2013.

However, CM also gave a grant of Rs 14.71 lakh to Kaljharani village of Bathinda district from his discretionary quota.

The information further revealed that other remaining 20 districts of state, failed to get any grant from chief minister Parkash Singh Badal.

"It is unfortunate for a chief minister, he distributed 90 % funds of his discretionary quota to only Muktsar ignoring the other parts of state" said Kittna. He said that CM belongs to the whole state and CM should not do 'partiality' by taking care of only his home district.
