Harminder Singh Bains who was registrar at Punjab Technical University and was chargesheeted by Sant Longowal Institute of Engineering and Technology (SLIET) for not joining back after his deputation period ended joined Panjab University's Swami Sarvanand Giri Regional Centre, Hoshiarpur, as director professor on Thursday.
The Punjab and Haryana high court had issued notice of motion to the PTU vice-chancellor, Bains and SLIET, Sangrur, while taking up a petition seeking removal of Harminder Singh Bains from the post of registrar of Punjab Technical University (PTU), Jalandhar, on January 15.
The petition was filed by JK Anand, president of the Anti-Corruption Society, Jalandhar. Anand had alleged that Bains was usurper of the registrar's post as he was appointed through deputation from the SLIET. After various extensions, the SLIET finally denied him extension beyond February 22 last year and asked the PTU vice-chancellor to relieve him, but the V-C did not relieve Bains, the petitioner alleged.
The SLIET then issued a chargesheet to Bains for his misconduct in disobeying the orders asking him to join back. As per the petitioner's allegations, the PTU vice-chancellor was misusing Bains' services for making illegal appointments in the university.
Despite being chargesheeted on May 1, 2013, Bains did not rejoin his parent department even after the expiry of his deputation term with PTU, where he continued to serve as registrar.
Speaking to the Hindustan Times on phone, SLIET director Sunil Pandey said Ajit Singh, registrar, National Institute of Technology (NIT), Jalandhar, had been appointed inquiry officer to probe charges against Bains.
Asked if the SLIET has issued a no-objection certificate (NOC) to Bains, he replied, "We have not received any such NOC or request from Bains. It is not to my knowledge that he has joined another institute. So far, no letter regarding the issue has reached my desk."
He added that Panjab University should also cross-check the appointment.
"Bains' deputation period expired on February 22. He submitted several requests seeking extension, but the SLIET board of management did not grant any," Pandey added.
Meanwhile, Bains who replied to HT through SMS said, "I joined as director professor Panjab University's Swami Sarvanand Giri Regional Centre, Hoshiarpur, on January 23. I am thankful to the PTU team and especially V-C for the support," the SMS read.
The chargesheet said Bains was allowed to proceed on deputation with the PTU for a period of one year, beginning February 22, 2010. "It was later extended till February 22, 2013. PTU vice-chancellor Rajneesh Arora and Bains, through a March 3, 2013 communiqué, were again informed about the board's decision on not extending the deputation term in view of the shortage of faculty but Bains failed to report back on duty.
Thus, he had violated conduct rules by not maintaining devotion to his duties. He disobeyed the board's decision and indulged in acts unbecoming of a SLIET employee," the chargesheet read.
Earlier, the PTU board of governors (BoG), headed by industrialist Sunil Kant Munjal, had extended Bains' term as registrar for three years without securing permission from his parent department on extending his deputation period. Later, the SLIET's board of management, headed by textile tycoon SP Oswal, decided to turn down Bains' request to extend the term by one year.
Sachdeva officiating PTU registrar
Rajneesh Kant Sachdeva has joined as officiating PTU registrar. Sachdeva is deputy dean and department head of pharma-food and nutraceutical biotechnology at the university. An agricultural engineer by qualification, he is also an MBA in finance. Besides this, he holds a doctorate degree in processing and food engineering.
