SAD and its alliance partner BJP might be contesting the zila parishad and block samiti elections on their respective party symbols, but in many zones the two have adopted 'lend and borrow' policy and are making candidates contest on each other's symbols.

In Posi block, for instance, SAD office bearer Dilawar Singh is contesting on BJP symbol.

SAD district president and Garhshankar MLA Surinder Singh Bhulewal Rathan confirmed it and admitted that in some other zones too, the two parties had supported each other in this manner.

The Samundra seat was allotted to BJP, but the candidate is finally contesting as an independent. When queried, the BJP leaders claimed that due to a technical glitch the party nominee could not get the symbol.
In fact, no party has followed any criterion in seat allotment. The Congress had left the job to its respective MLAs or the candidates who lost the last assembly elections. Alliance with the Bahujan Samaj Party (BSP) is also not absolute.

In Hoshiarpur assembly constituency, for example, the Congress is fighting alone but in Chabbewal, Sham Churasi and Garhshankar, many seats are being fought jointly by the two parties.

Factionalism is also playing a big role in the elections.

To trounce the opponent, some of the SAD and BJP leaders are not shying away from supporting Congress nominees. In zila parishad's Khadiala Sainian zone former Rajya Sabha member Varinder Singh Bajwa's loyalist and former Milk Plant chairman Hardev Singh Kothe Jattan is pitted against an independent candidate Parminder Kaur, said to be enjoying the support of chief parliamentary secretary Mohinder Kaur Josh.
SAD has won five seats unopposed; two of zila parishad and three of block samities and all such winners are women. Paramjit Kaur and Simar Kaur have been declared winners from Tuto Mazara and Miani zila parishad zone respectively while Charanjit Kaur, Paramjit kaur and Jasbir Kaur have got elected from Meghowal, Chabbewal and Dhugga Kalan respectively. In all there are 204 block samiti seats falling in 10 zones and 24 zila parishad seats in the district.
