The CPI(M), which was in power in West Bengal for 34 years, has come round to accepting that it can win at most two zilla parishads in the state. The party's internal report says apart from Jalpaiguri and Cooch Behar (or Purulia), it has no chance of winning anywhere else.

"We owe it to the reign of terror, which the Trinamool has ushered in even before the nominations began. We could not put up candidates at many places. We are preparing to be in the opposition at the panchayat," said a CPI(M) state committee leader.

Meanwhile, the Trinamool is aiming to win in at least 13 of the 17 districts.
