Former NRHM boss Pradeep Shukla will get only suspension allowance (half his salary) as remuneration. Also, the state government on Wednesday attached Shukla to the Board of Revenue where he had served as its member before his arrest.
Principal secretary, appointment, Rajiv Kumar told HT, "after Shukla's arrest by the CBI in the NRHM scam on May 10, the state government had issued the order of his deemed suspension. Shukla was released from jail on August 9.
Since the order of his deemed suspension was issued on the date of his arrest, the state government decided to attach him to Board of Revenue".
The sudden turnaround in the state government stand came after the Allahabad high court in its order on August 16 pulled up the government for taking Shukla back as member Board of Revenue after he was released from jail.
The court had directed the state government to submit its reply on August 30.
Earlier, chairman, Board of Revenue, VK Sharma had stated that Shukla was allowed to rejoin as member as the department was not aware of his deemed suspension.
Kumar said, "technically Shukla has not rejoined on the post after release from jail. He had informed the department chief about his release from the jail".
When asked about the status of Shukla in the Board of Revenue, Kumar said, "though Shukla has been attached to Board of Revenue, he will be not assigned any work. He is not required to attend the office daily. He will have to intimate the office about leave or visit outside the city. He will get half salary as suspension allowance".
Shukla had called the shots in the BSP government and for three consecutive years 2008-11 held key posts that of principal secretary, chairman executive committee and mission director NRHM in the health and family welfare department.
Due to his proximity to the family welfare minister Babu Singh Kushawaha, Shukla managed to get the health and family welfare department bifurcated into two separate departments in May, 2009.
At the district level, there were two CMOs - one handling NRHM fund and the second one managing the state health fund.
Shukla remained at the top of the pyramid calling shots in both the departments.
The high court had also asked the CBI to explain why the central government had not given permission to prosecute Shukla. The CBI has registered four FIRs against Shukla. The CBI has been directed to submit the status of the investigation.
A CBI officer said, "Shukla held all the important posts in the health and family welfare department. As principal secretary he took decision for the implementation of the programmes under NRHM.
As Mission director, NRHM, his job was to monitor the utilization of the fund and to take action against the erring officers. As the chairman of the executive committee his task was to make physical and financial review of the NRHM programme. He flouted the norms to ensure that selected firms get the contract".
The CBI will submit the progress report on the probe into NRHM scam in the Lucknow bench of the Allahabad high court on Thursday.
