The Congress on Wednesday received a heap of 28229 pages of information under the Right to Information (RTI) Act about use of Janani Suraksha Yojana funds under the National Rural Health Mission (NRHM) in Lucknow district.
A preliminary scrutiny of the information given under the head of total institutional deliveries indicates that the expenditure exceeded the amount released in Lucknow in financial years 2007-2008 and 2009-2010.
Under the scheme the beneficiaries get cash benefit for institutional deliveries at government or private institutions.
The Congress had asked for details for expenses made between 2005-2006 to 2010-2011 in different districts of the state. It has been given information for Lucknow district only and the NRHM office has asked the party to file separate applications in other districts to get information about the use of NRHM funds there.
As per details a budget of Rs 6.51 crore was sanctioned for the year. An expenditure of Rs 6.24 crore was however made against amount of Rs 6.17 crore released during the period.
A sum of Rs 4.21 crore was sanctioned and Rs 3.73 crore was released in 2007-2008. Against this expenditure of Rs 3.86 crore was made in the 2007-2008.
“Expenditure in excess of total released incurred out of opening balance,” said an official note indicating that these funds were available with the CMO office due to low use of funds in the previous years.
A total expenditure of Rs 6.60 crore was made against the sanctioned budget of Rs 7.70 crore for Lucknow in 2010-2011, No amount was spent under the scheme in 2005-2006. In 2006-2007 an expenditure of Rs 63 lakh was made.
