'Incomplete' F&CC holds meet; Congress cries foul

The Congress on Saturday criticised mayor Harcharan Singh Gohalwaria for holding the meeting of Finance and Contract Committee (F&CC) even though the committee was not formally formed as two members were yet to be elected. In the meeting on Sturday, 95 items were passed, while two were still pending, which will be discussed in the next meeting on November 16.

The holding of F&CC meeting without forming it formally is a violation of Section 42(4) of the Punjab Municipal Corporation Act 1976, which entrusted the mayor with the task of carrying out elections for the appointment of two councillors to the committee in the general house.

However, the mayor was not holding the elections to elect two councilors to the committee because he allegedly wanted to keep the decision-making powers with himself.

Bharat Bhushan Ashu, who is the MLA of Congress party, said that the mayor had himself stated during the house meeting that he would not hold F&CC meeting without its formal formation. "Gohalwaria has contradicted himself by conducting the meeting that doesn't come good for a mayor,"said Ashu.

He said that he would ask Congress councilors take the issue to its logical end.

On the other hand, Gurpreet Singh Gogi, a Congress councilor, said he would soon submit a PIL against the "illegal"committee that was working.

At present the committee has three members, comprising mayor, deputy mayor RD Sharma and senior deputy mayor Sunita Aggarwal. Two councillors need to be the members of the committee as per rules. Since September 2012, when the house was formed, the committee was still incomplete. MC commissioner is also the ex-officio member of the committee.

In the meeting

Work orders worth Rs 30 crore for developmental works were discussed in the meeting.
Economic reforms to get more funds for the civic body were also discussed.
Induction of more technical staff was also discussed by the members.
The members also discussed the issues related to the building branch and horticulture wing.
