David Headley (49), the Lashkar-e-Taiba operative in FBI custody, told the National Investigation Agency (NIA) team that interrogated him that the Lashkar’s target after 26/11 was an oil refinery in Gujarat.
“It was probably [the] Reliance oil refinery and [Lashkar operative] Sajid was keen to attack it,” an NIA report quotes Headley as saying.
Headley believed it was a Reliance Industries Limited (RIL) refinery after Sajid showed him its images on Google Earth in February 2009, the report states. Relaince has two refineries outside Jamnagar.
Headley, who was questioned by the NIA in Chicago in June, said the plan for the attack was being finalised at the same time that Lashkar chief, Hafiz Saeed, was arrested in Pakistan in connection with the 26/11 attacks.
Headley said Sajid had told him that the “clearance” to attack India again had been obtained. Headley’s associate Tahawwur Rana had visited Ahmedabad before the July 26, 2008 bombings in the city.
