Court orders more security, fencing of mill boundary wall

The Bombay high court has ordered demolition of dilapidated structures inside the Shakti Mill compound, fencing of the boundary walls, appointment of security to patrol the premises and lighting up the area to ward off such incidents in the future.

The directions came following a report submitted by a structural engineer, who was appointed the official liquidator in view of a court directive to carry out the inspection of the property.

Justice NM Jamdar ordered that after retaining the precarious boundary wall, the authorities should ensure fencing of the wall with barbed wire.

"The fence should provide a solid base to ensure that it is secure and the inside of the property is visible from the road. The dilapidated structures in the compound shall be demolished," the order said.

The counsel for the contributories involved in the liquidation submitted that his only concern was that the property should be adequately safeguarded from encroachers and anti-social elements.

Justice Jamdar observed that crimes of serious nature had taken place at the mill taking advantage of the fact that the property was unguarded and without any illumination.

"The official liquidator will appoint security agency by providing three security guards for each shift," the court ordered, adding that steps should be taken to provide proper illumination in the premises by fixing adequate number of halogen lamps.

"Reconnection of electricity shall be done at the earliest," the court said.

As for the area abutting the railway tracks, the court has asked the official liquidator to contact the railway authorities to seek their help.
