The Powai police are investigating a controversial encounter specialist, formerly with the Mumbai police’s crime branch, in connection with the rape of a minor girl.

Mumbai police commissioner Sanjeev Dayal confirmed that a rape case had been registered (with the Powai police) and a woman, who allegedly facilitated the rape, had been arrested. As the victim is a minor, she has so far not been able to identify the attackers. Police are trying to identify them, Dayal said.

When asked about the alleged complicity of the former encounter specialist, Dayal said, “Our investigation is on. Whosoever is found involved in the crime, be it an encounter specialist or anybody else for that matter, will not be spared.”

The woman has been arrested under the Prevention of Immoral Trafficking Act (PITA), while the encounter specialist who is presently posted at a south Mumbai police station, has reported sick in the past couple of days, ever since his name cropped up during the investigation of the case.

Deputy commissioner of police (DCP), Zone X, PP Mutyal, under whose jurisdiction Powai police station falls, told HT that the complaint was lodged by the girl’s mother on November 1. Senior inspector of Powai police station, Ashok Jadhav, said that the girl (around 15 years) had prematurely delivered a baby girl on October 17. Her family decided to approach the police only on November 1 with the complaint. “The girl and her daughter are doing well at present,” Jadhav said. Mutyal said that the girl had been repeatedly raped since March this year.

In her statement, the girl, who lives with her family in Powai, told the police that a widow in her neighbourhood had forced her to indulge in sexual acts with two men she did not know. The widow who worked as a domestic help in the housing societies at Powai, also doubled up as a pimp.

Meanwhile, sources in the Powai police said that the girl has already identified the flat where she had been raped for the last eight months. The flat is not far from the place where the encounter specialist lives with his family in the western suburbs. In fact, the mobile phone used by the girl had been gifted by the encounter specialist, the girl told the police.
