The Borivli police have been ordered to dig out all relevant information about the two accused — Manish Khanolkar, 24 and Kalpesh Parmar, 26 — who were arrested from Goa on Monday for abducting and raping a 16-year-old girl from Charkop.
The duo, who kept the minor in captivity for more than a month, are thugs who locals say have a history of harassing women in the area.
The inquiry report into the alleged lack of police sensitivity and action is likely to be submitted on Saturday, said Rajnish Seth, joint commissioner of police (law and order), on Friday.
Seth said the exercise to ferret out the duo’s past has become imperative in the backdrop of the reports about the duo. Strangely, the local police appeared oblivious to the duo’s antecedents as they released them after a warning when the victim filed a complaint against them for assault two days before they kidnapped her, on October 9.
Residents allege that the duo had tormented another girl in the area, forcing her parents to move out. “This will also be investigated,” he said.
As a matter of procedure, the local police must maintain a record of known criminals and trouble-makers as they face serious action if found involved in criminal activities as compared to first-time offenders.
“If anyone is found guilty [as per the findings of the report], stern action will be initiated,” Seth said.
