Nearly 84 % of accused in rape cases go scot-free in the state, even as 12,788 cases of rape and 28,000 cases of molestation are pending before various courts, said Opposition leader Eknath Khadse, while slamming the state’s apathy in handling cases of crimes against women.

In a special debate in the state Assembly on Monday, Khadse said that the home minister’s statistics show that in 2012, there were 1,704 cases of rape registered in the state. Of them, 924 were against minor girls with 127 girls under the age of 10 and 188 girls in the age group of 10-14.

“Owing to the pendency of cases and abysmally low conviction rate, criminals are not scared of law. Even after Patil ensured that 100 fast-track courts would be set up to deal with such cases, less than 25 are functional,” said Khadse.

He listed ten cases of horrific crimes against women last month, including the sexual abuse and rape of two dalit women in Shrirampur in Ahmednagar, another Dalit woman in Kohi in Nagpur, disrobing and abuse of another Dalit woman in Satara, to argue his point.

Home minister RR Patil did not give any statistics in his defence, but, said that the police had caught the culprits in every case listed by Khadse. “I want to give only two specific statistics to throw light on reality. The reported crimes against scheduled castes stood at 1,134 in 2011 and were 1,090 in 2012. The reported crimes against scheduled tribes stood at 322 in 2011 and were 313 in 2012,” said Patil.

He added that every police station in the state had been given a stringent order that crimes against women would not be tolerated and there would be zero tolerance for not registering or lack of quick detection of such crimes.
