By early 2012, Mumbai will have its own laboratory to test the quality of bulletproof jackets. The Forensic Science Laboratory (FSL) at Kalina is hopeful that the proposal to set up the laboratory will be presented in the budget session. The Directorate of Forensic Science Laboratory (DFSL) in Chandigarh is the only laboratory to offer this service in the country.
FSL director, M V Garad said a team of nine people, including three officials from the FSL and six from the police visited Chandigarh last month to review the mechanism needed to set up the facility. A source from FSL said basic infrastructure will cost around Rs2 crore and the laboratory’s upkeep will cost around Rs50 lakh annually.
“Sending bulletproof jackets for testing to the sole facility at Chandigarh results in delays,” said additional director general (establishment), Satyapal Singh.
Independent security expert Vikas Verma stressed the need for quality testing. “The quality should match global standards. Bulletproof jackets come with various specifications, depending on their efficacy against different weapons. These factors must be considered.”
