A state government is the biggest litigant but it has not yet imbibed the principle of being a "reluctant litigant", according to Maharashtra Advocate General Ravi Kadam.

"A committee has been formed to look into the issue (of governmental litigation)," Kadam said on Saturday, adding that the government is a party in more than half the cases before the courts.
