The Delhi Cabinet on Monday gave its go ahead to the draft legislation to digitise the records of each immovable property. This will help check fraudulent sale of properties.
Senior Delhi government officials say, with the enactment of ‘The Delhi Survey Registration and Recordal of Title to Immovable Properties in Urban Areas Bill’, each property will be given a unique identification number and a clear title or ‘ownership’ for the properties.
“With this unique identification number and digitised records, all fraudulent property transactions will end. No one will be able to prove ownership on a property using forged documents and the property buyers can also rest assured that they are buying from the genuine property owner,” said a senior government official. Once approved by the Centre, the draft bill will be tabled in the Delhi Assembly.
Officials said records will be available online for all properties. There are several European Countries where such system is working efficiently, they said.
The Bill also envisages setting up of an Urban Property Registration and Title Recording Authority, which will be responsible to run the system. The authority will have a chairman and five members, which will be appointed by the government. The Authority will conduct a survey of immovable properties and assign unique identification numbers to properties, besides maintaining their electronic records.
It will also maintain a database of properties, issue certificates to genuine property owners and have the power to impose penalties for violation of various provisions of the legislation. The proposed system will reduce litigation and check fraudulent transactions. The new system will also improve urban planning and will boost tax collection.
