Kadalpur villagers now feel cheated at the hands of the UP government and blame the Samajwadi Party leaders for unnecessarily punishing an honest officer who only wanted them to seek a legal permission for building a mosque there.

The state government had suspended the SDM and 2010 batch IAS officer Durga Shakti Nagpal on July 27 for allegedly stopping Kadalpur villagers in Greater Noida from constructing a mosque on the government land without a requisite permission.

One month has passed now but the state government has yet to grant them the permission to go ahead with the construction. Villagers claim they always wanted to build the mosque after permission.

“It was the SP and other leaders, who said there is no need to take permission to build a mosque. Had they got us the permission, this whole controversy would have been averted," said Anwar Ali, who believes political leaders created this controversy that made a young and honest officer Durga Shakti Nagpal to suffer.

"Gram sabha had submitted a proposal for permission before the Gautam Budh Nagar district magistrate right after the July 27 demolition. But, the district administration is yet to give its permission. The officer's suspension and the whole controversy mean nothing to us until we get permission to build mosque," said Shafeeq Khan, husband of Kadalpur Village Pradhan on Tuesday.

Villagers are offering prayers at the disputed site since July 27 guarded by two constables to maintain order.

"We even met SP chief Mulayam Singh Yadav in Delhi to seek his help in expediting the permission from district administration. He promised us that we will get the permission soon, but in vain," said Anwar Ali, a villager.

UP Agro Chairman, who holds a cabinet minister’s rank in UP government Narendra Bhati, has now assured villagers that district magistrate Ravikant Singh was likely to be transferred in the next few days to make way for the mosque construction. Bhati on July 28 had claimed to villagers that he had got Nagpal suspended in 41 minutes.

"We spoke to Narendra Bhati for expediting the permission to build a mosque. He told us ‘do not worry, first I will get DM transferred, and then new DM will give permission to build a mosque’," said Shafeeq Khan.

When HT spoke with Narendra Singh Bhati, he said, "The UP government will decide about giving permission to build the mosque on the said land. The present DM has not given permission to the villagers for unknown reasons. As soon as we get the nod from Lucknow, we will make efforts for construction of the mosque."
