GD Goenka student death: Rights panel sends notice to SSP

The state human rights commission (SHRC) has issued notice to Ghaziabad senior superintendent of police and sought his response by December 25 on the petition filed by the parents of Arman Sehgal, a class 4 student of GD Goenka School in Ghaziabad, who died at the school on August 1.
The Sehgals had filed an FIR against the school in which probe is still pending. The authorities had moved high the court in a bid to quash the FIR. The hearing in the case is pending.
In the petition before SHRC, the parents alleged laxity in investigation.
“We highlighted that the reason for Arman’s death is still not known. It is a violation of human rights. There has been laxity on the part of police. There were lapses in securing the crime scene and evidence,” said Gurmeet Singh, Sehgals’ lawyer.
The petition also states about provision of security to the parents who were allegedly threatened by unidentified persons after the incident.
The Ghaziabad district magistrate had also ordered a magisterial inquiry which is likely to be over within a week. A report regarding the CCTV footage is also awaited from forensic science laboratory, Lucknow.
“Our investigation is pending in the case and the it is being monitored by the high court. We cannot comment further,” said HN singh, SSP Ghaziabad.
The inquiry officer had also sought expert opinion from All India Institute of Medical Sciences (AIIMS) and a report by a panel was submitted thereafter.
The AIIMS report was also filed along with an affidavit filed before the Allahabad high court on November 28. During a hearing on November 28, the high court took a serious note of the investigation progress.
“This court takes a very serious view of the manner in which the investigation is being conducted and complacent attitude of informing the court that the report of forensic science laboratory, Lucknow, is still awaited (sic),” the court said in its order.
The investigating officer had told court that the inquiry is pending and he recorded statements of some witnesses.
“However, investigating officer has admitted of being totally unaware of the contents of the medical report, which he had filed along with an affidavit in the court today, thus it appears that the investigation has been conducted in the most mechanical manner,” the court said.
