SAS Nagar court awards 3 yr to ex-DTO in graft case

An SAS Nagar court on Thursday awarded three-year sentence to former Fatehgarh Sahib district transport officer (DTO) Balbir Singh Rana (33), who was arrested by a team of the Vigilance Bureau on November 20, 2008, on corruption charges. The former DTO had demanded R50,000 per month from Rajwant Singh Mann, a Mandi Gobindgarh transporter and owner of Mann Transport Company, for not challaning his trucks.

The court also imposed a fine of R25,000 on Rana, a resident of Santokhpura,
Jalandhar. In default of payment of fine, he would have to undergo imprisonment of four-and-a-half-months.

The case

Rana was posted as Fatehgarh Sahib DTO barely one-and-half-month before he was arrested for corruption. On the basis of the transporter's complaint, the VB officials laid a trap and fixed a day and time with the DTO to hand him over R50,000. The vigilance officials and complainant went to the official residence of the DTO to deliver the money. The complainant, however, carried R20,000 with him. As Mann handed over the money to the DTO in the presence of two government officials, Baljit Singh and Raghubir Singh, he started abusing them for not bringing the full amount.
When he demanded more money, the vigilance officials caught the DTO red-handed with 20 notes in denomination of R1,000.

A case under various sections of the Prevention of Corruption Act was registered against him.

The complainant owned 40 trucks and the DTO was demanding R50,000 per month from the transporter for not challaning his vehicles.

Complainant satisfied

Complainant Rajwant Singh Mann, a resident of Khumb village in Fatehgarh Sahib, has expressed his satisfaction over the court decision.

His trucks mostly carried goods to Ludhiana and Delhi. Mann said in November, 2008, the former DTO impounded his two trucks and later took them to Nabipur police chowki. He issued challans for R19,000. When Mann went to meet Rana on November 14, 2008, the latter demanded R50,000 every month from him, but he agreed to pay R20,000.
