Sixty-seven MLAs representing all Opposition parties in the Bihar assembly were suspended for the remaining period of the ongoing Monsoon session on Wednesday in an unprecedented ruling in the history of the Chair.
The ruling was made as soon as the Assembly was convened on the second day in the backdrop of the ugly events of Tuesday. Speaker Uday Narayan Choudhary who had a slipper thrown at him by an MLA, faced a repeat of the situation on Wednesday, bringing ignominy to the august House. He saw merit in ordering all of them marshalled out.
There were forebodings since the morning that the brawl inside the House and the continuing standoff between the ruling and Opposition parties could spill out into the open once again and make for another ugly situation.
More than 60 Opposition MLAs who had spent the night on the Assembly premises were quick to their feet as soon as the House opened and re-occupied the well of the House in which they had squatted for more than 18 hours to open the confrontation.
They wanted Chief Minister Nitish Kumar to resign immediately for the assault on Opposition MLAs on Tuesday and over the indictment over the non-reconciliation of Rs 11,412 crore in the state government’s welfare schemes from 2002-2008 pointed out in the report of the Comptroller and Auditor General.
The drama in the house started around 11.15 am when the House marshalls tried to physically remove Bablu Dev of the RJD, prompting about 10 MLAs to resist the move.
In the melee, a slipper was thrown at the Speaker, which, however, did not hit Choudhary. Earlier, the Chair had insisted that the MLAs on dharna be seated but the message went unheeded. After that, a motion was passed recommending that 16 of them be suspended. Sixty more were suspended later.
