Unraveling the alleged scam of Rs 5 crore in the Building and Roads department (B&R) in the district, the Punjab vigilance has arrested five more people, including buildings and roads department superintendent, a retired district treasury officer and four contractors. In the same case, Sarabjit Singh, SDO in the department, surrendered in a local court on Thursday.

Informing about the latest development, Bathinda range SSP (vigilance) Sukhdev Singh Chahal said, "Satpal Bansal, a retired superintendent in B&R department and Pyare Lal, a former district treasury officer, Mansa, connived with each other to embezzle government funds. While Bansal prepared the fake letter of credit (LOC), which was knowingly cleared by Pyare Lal and the latter also did not raise objection over the clearance of cheques prepared on fake LOCs."

Chahal said, "Sarabjit Singh, SDO in B&R department, made fake entries in the measurement books (MB) and prepared fake bills." Sarabjit Singh was involved in the embezzlement of funds outside his official territory in sub-division Mansa and Sardulgarh.

There were some contractors, who were also involved with Sarabjit Singh. These contractors used to encash fake bills prepared by Sarabjit Singh. Contractors Anil Kumar, Jaswinder Singh and Basant Singh were also part of this nexus. They all got encashed cheques worth more than Rs 1.35 crore.

"We have called for technical teams from the Chandigarh to properly investigate all aspects of the case," said Chahal.

Police has registered a case against Satpal Bansal, Pyare Lal, Anil Kumar, Jaswinder Singh and Basant Singh under Sections 409, 420, 467, 468, 461 and 120(B) of the IPC.

Joginder Singh, XEN (B&R), who has been suspended is already in jail in the same case.
