8-yr old rape victim denied medical treatment at Civil Hospital

Negligence of doctors at civil hospital became magnified on Thursday when an eight-year-old rape victim was denied admission into hospital and she, along with family, were forced to sit outside ward for hours.

Victim's mother of Phulpur colony village alleged that doctor asked us to wait for my daughter's treatment when we reached the hospital at 11pm. But till 4 am no doctor attended my daughter.

The civil hospital authorities claimed that the doctors had asked the victim's family to wait as they had been waiting for FIR. The hospital had received a copy of the FIR at 3 am on Thursday.

Police said it had lodged the FIR around 12 am on Thursday.


"Around 4pm on Wednesday, I was alone at home, when, Neeraj (17), a neighbor entered my house and closed door from inside,"said the victim.

She also said Neeraj gagged her mouth with a piece of cloth and raped her and escaped from the spot. Victim's mother, who went to a relative's place during the time of the incident, said, when she came home, she saw her daughter lying unconscious on bed. The mother tried to wake her up but she did not respond.

The mother got shocked when she saw blood stains on her daughter's clothes. The minor, later, told her about the incident. The girl's father Mahinder Pal works in Dubai for past one year and the victim studies in Class 5 in a local government school.

The mother along with other relatives took the girl to hospital around 9 pm. She also said two policemen reached with them at civil hospital around 11pm on Wednesday into ambulance and requested doctor to start her treatment.

"Doctor asked us to wait for some time and we sat outside the ward near toilets till 4 am, no doctor came," alleged the mother.

She said her daughter's treatment was started on Thursday at 10 am.


Medical superintendent Dr Jagjit Singh Cheema said Dr Varinder Randhawa was on the duty when the victim and her family reached the hospital. She said into such rape cases, doctors start treatment after registration of FIR and a copy of FIR reached with hospital on 3 am on Thursday but Dr Randhawa had conducted victim's medical examination before 3 am.


SHO Sadar police station, Onkar Singh said victim family reached the hospital around 10.30 pm and after recording victim's statement, immediately FIR was launched against accused Neeraj around 12 am on Thursday. He said the accused was also arrested on Thursday morning.


After getting information about alleged delay into admitting rape victim into civil hospital, various Congress party leaders including Sanjay Sehgal along with villagers staged a protest against Dr Randhawa outside civil hospital and demanded an action against her for negligence. After assurance of police officials the protesters lifted the protest.


It was third such incident in last 15 days, where patients had alleged dereliction of duty against doctors of civil hospital. An inquiry was already going on in the alleged negligence of doctors in the death of Raveena (16) on August 27; another probe was being conducted into death of one Chandra Mani (29), whose family accused a staff nurse of negligence on Monday.
