Anti-encroachment wing lacks records

If the municipal corporation (MC) seizes your goods during an anti-encroachment drive, then there are rare chances that you get your stuff back as the wing lacks a proper paper record of anything that is seized from anywhere in the city.

Offenders in the anti-encroachment drive are a surprised lot these days as most of the time when they try to find their stuff at the store of the anti-encroachment (tehbazari) wing they do not find it as someone else has already taken their goods.

Most of the times rehris and other material, including generators and other things, lifted from the encroached areas are dumped inside the store of the anti-encroachment wing. No record of seized goods is maintained by the MC which results in a lot of confusion for those whose material has been lifted.

The anti-encroachment wing which is responsible for removing encroachments on roads lifts anything that they find is encroaching upon the roads. However, while lifting things they do not issue any written challan to the offender. In other cities, a challan is issued to the offender as well as the storekeeper of the MC where the things are dumped.

"There has been no system of issuing receipt to the offenders by the MC which results in confusion. Many a times it happens that rehri of one offender is taken away by another person," an official of the anti-encroachment wing said.

An offender, Suresh Kumar, whose rehri was picked up by the MC said he was left amazed when he went to the store and found his cart missing from there. "Ideally, a receipt should be issued to the offender and the other should be kept with the storekeeper so that both slips are matched and material released," Kumar said.

However, a senior official of the anti-encroachment wing said the system of the wing was same since long and no one thought of issuing ticket to the offenders.

"As the matter has come to light, we will bring change in the system," the official added.
